And simultaneously politics-not to be confused with established elite rule and devoted government service-was at best venal, at worst disruptive to the ultimate goals of the state.
Nonetheless, whether notorious or esteemed (like Shidehara Kijuro ), many of Yoshida's peers and colleagues carried greater international reputations into the postwar period. Yoshida's activities took place on the periphery of great events, and outside of certain circles he was not well known even in Japan. That Yoshida's prewar role was relatively minor, however, does not mean that it is insignificant to the historian. Naturally, it illuminates the personality and later activities of the elderly man who unexpectedly emerged after 1945 as the pre-eminent political figure of twentieth-century Japan.
His friendship with Takeuchi began in Nagasaki, where for a brief period he assisted Takeuchi in managing the Takashima mine. Shortly before Takeuchi's arrest, however, Yoshida Kenzo moved to Yokohama to serve as manager for the British shipping· firm Jardine-Matheson & Co. One of Yoshida Shigeru's earliest recollections, he claimed, was of playing in the garden in front of J ardine-Matheson, and in a figurative sense he never strayed far from that domain. Subsequently, Yoshida Kenzo established his own shipping agency and assisted the new Meiji government in purchasing warships and weapons from the West.
