A largely ceremonial but prestigious president is head of state (also Hu Jintao); predetermined by the Party, the candidate is formally elected to a five-year term by the National People’s Congress, China’s legislature. Government power resides with the State Council, which is comprised of a premier (Wen Jiabao), four vice premiers (of whom one, Li Keqiang, is executive Vice Premier), and five State councilors. All commissions and ministries of the central government, all 22 provinces, f ive autonomous regions, the Hong Kong and Macao Special Autonomous Regions, and four large municipalities—Beijing, Shanghai, Tianjin and Chongqing—report directly to the State Council.
