With the declaration of Indonesia’s independence in 1949, the new government resumed the colonial system of appointing headmen along the coast and relying on them to manage highland relations. 18 Highlanders were more likely to recognize the authority of the raja. Since the raja was not involved in the separatist struggles that rocked Sulawesi in the 1950s, the Lauje coast remained a peaceful backwater, and a safe haven for migrants who were fleeing strife in other parts of Sulawesi. Rule was light, with the government making few demands and offering few services.
Some had small herds of cattle that they let loose to graze in the foothills, obliging the poorer people who made seasonal farms there to build fences to protect their crops. A bit farther inland, they burned some of the slopes repeatedly to encourage fresh grass shoots for the cattle to graze, producing a treeless grassy patch of land that was impossible to cultivate. 20 Members of the coastal elite often spoke disparagingly about the Lauje area as a whole, describing it as a “minus region” (daerah minus).
