As other chapters in this volume detail, in practice summits have frequently fallen short of delivering on such a purpose. Indeed, few politicians and citizens regard a summit resolution as the last word on a particular policy debate. If anything, the proliferation of summits, both globally and regionally, has compounded the messiness of polycentrism, introducing yet more policy initiatives and directions, rather than consolidating single overarching programs for key societal challenges. Nevertheless, summits still have considerable influence in contemporary polycentric governance.
Yet our analysis also shows that, so far, the actual contribution of summits to regional governance has remained mixed. Indeed, with few exceptions, the implementation of summit decisions has rarely been a success. Many chapters in the book concur to emphasize the gap between the lofty rhetoric of summits’ final communiqués and summits’ 8 Gordon Mace et al. disappointing results. For things to change, larger states and originators of summits bear a special responsibility to provide leadership and articulate an inclusive vision that can appeal to all summit partners.
Then there are credit-rating agencies, corporate social responsibility schemes, and a proliferation of private security firms. Like intergovernmental and transgovernmental regimes, this greatly expanded field of nongovernmental regulation lies substantially outside the purview of democratic processes of the territorial nation-state. In sum, a far-reaching disconnect prevails today between a polycentric character of governance and a statist model of democracy. Even if one could perfect the workings of people’s power through territorial nation-states—correcting various shortcomings that have often marred modern democracy in practice—truly effective participation and control by affected publics would still not prevail.
