However, if the job market prospects for low-skilled black men were bleak when Liebow conducted his field research in the early 1960s, they are even worse today. In the last three decades, low-skilled African American males have encountered greater difficulty gaining access to jobs, even menial jobs. Although employment and wages for all low-skilled workers improved during the economic boom period o f the late 1990s and into 2000, at the time of this writing, the country is in a jobless recovery and experiencing economic stagnation.
Respondent: That the poor guy probably would be frequently unable to get to work and . . ’ Such attitudes are classic examples of what econoniists call statistical discrimination: employers make general assumptions about inner-city black male workers and reach decisions based on those assumptions without reviewing systematically the qualifications of an individual applicant.
