These differential endowments subsequently combine with restrictions upon mobility and costs of movement between regions to produce new regional structures. 29 Similarly, theories of industrial location pay insufficient attention to the fact that the spatial setting, that is the disposition of labour, raw and semi-finished material inputs, markets, and transport routes, has been historically determined, and that the prevailing locational conditions continue to be modified with and by the implantation of a new enterprise in an area and by its effects on local labour and product markets, etc.

All of these elements and processes have their own times and their own rates of change, which depend upon their specific characteristics and their articulation with other objects and processes making up the structure of the whole, and they acquire certain attributes by virtue of their co-existence and interpenetration with these other elements and processes. Their temporalities and rates of change can often be perceived and measured, as in the case, for example, of the processes of production, circulation, distribution and consumption, and of the useful objects created, exchanged, and consumed, or the processes of constitution and development of cultural fonnations and cultural objects.

Once this task has been accomplished, the object can be reinserted in its spatial setting, and the separate effects produced by space can be identified and analysed by the chorological sciences, which in their tum are thought to be able to neglect, treat as inconsequential, or consider as exogenously given the 24 Historical Materialism and Geography non-spatial characteristics of mental, social, and natural phenomena. The alternative procedure is for the spatial aspects of an object, or for regularities in its spatial distribution, to be isolated from the outset and studied without regard to its other characteristics by the chorological sciences.
