While limited, the selection of case studies stretches across most of the twentieth century, demonstrating a consistent pattern of utilizing a narrative of the freedom of information to bypass state boundaries and sovereignty. In contrast to the dominant, modernization paradigm, whereby the history of information policy is described as being driven by mutually benefiting, market-based principles, we offer insight into how debates over international communication have always been deeply geopolitical, highlighting the various ways international institutions and partnerships are leveraged, selectively, to support American foreign-policy goals.
Rather, it is grounded in the framework of critical political economy and aims to outline the geopolitical stakes involved in ongoing debates over internet governance and global connectivity.
