Although the United States developed a large synthetic rubber industry during the war this did not reduce the post-war demand for natural rubber. 25 Net exports in 1947, at 58,000 tonnes, were well above the level of 1938, 31,000 tonnes, admittedly a year of abnormally low United States demand. 26 If the overall pattern of United States raw material imports is considered, the only reasonable conclusion would be that the war changed the overall relationship of the various staple import trades to each other but, by 1947, had certainly not resulted in a lower level of demand for primary products.
If we measure the increase in the size of western Europe’s deficit over the first six months of 1947, the Netherlands appears as an important contributor and France does not significantly contribute. On the other hand, the value of French imports was so high that it was a matter of no small anxiety that the trade gap there failed to close. But what is more interesting historically is that the same phenomenon appeared in so many countries, even if their imports were relatively unimportant as a part of western Europe’s total.
