High farming required a greater input of resources and so had implications for farmers’ relationship with the landlords.

Would social spending be better directed towards education to create an efficient workforce? Should the government respond to depression with public works, or would such a policy feather-bed inefficient producers? Should the government shape its policies by international considerations, giving priority to the external exchange rate over the domestic implications, or should it give priority to domestic concerns in shaping monetary and trade policy?

The Commission pointed to further undesirable consequences. First, the sources of suitable immigrants were limited, as was the ability of Britain to absorb people from different races and religions. Second, the outflow of British migrants to the Commonwealth would fall and so reduce the growth of their economies. The Commission expressed alarm that the rate of population growth of ‘oriental peoples’ was meanwhile increasing, with serious consequences both for military security and for maintaining and extending western values.
