This, too, is the world food problem: the sad paradox of many farmers being driven into debt (and eventually out of farming) by incomes that fail to cover even their farming costs, while millions of people go hungry for lack of the food these same farmers produce. The problem of debt afflicts farmers in developing countries no less than farmers in the United States.
Thomas Robert Malthus, a British cleric, appears to be the first modern thinker to attempt reasoned analysis of the social and economic consequences of population growth. 14 Malthus, knowingly or not, echoed Ben Jonson, a contemporary of Shakespeare. "Famine cures famine," Jonson had said approximately 200 years before Malthus. When enough people have died, the balance between food and people is restored and famine stops by itself. Neither Malthus nor Jonson were advocating that famine is a good thing.
Only such demand is "effective demand" in the market. It is economic demand, not nutritional demand in the sense of a requirement for health. The hungry must remain hungry in the market if they lack effective demand. However, a market system will soon break down and be unable to distribute any food at all if it defies the market's rules of exchange. The slogan "food for people, not for profit" that was popular with hunger activists in the 1970s has a good ring, but it ignores an important fact: It is not only unfair to people who produce food but it is counterproductive for the hungry.
