The 2001-06 National Development Plan emphasised the need for economic development with human and environmental quality. An SEA process of the tourism sector was initiated to formulate and implement a sustainable policy for the country. To ensure broad participation and commitment sectors, a high-level mechanism for interinstitutional co-ordination (the Inter-sectoral Technical Working Group, ITWG) was established. The group comprised representatives from tourism, environment, forests, water, urban development, and the interior and finance ministries.
These included an extensive consultative review process, a systematic and integrated assessment to incorporate environment in sector policies, in the national budget and in the poverty reduction support credit. Key benefits ● The NSGRP has a specific goal on environment sustainability and 14% of the targets are directly related to the environment and natural resources. ● Interventions on environment are expected to make significant contributions to other targets focusing on growth, health and governance.
4. SEA in post-conflict countries SEA should only be applied when environment is a priority and when certain preconditions in the country are met. Priorities include circumstances: ● Where environmental issues were, or may be, a source of conflict. ● When badly planned reconstruction actions may seriously damage the environment. ● When environmental programming could open peace-building opportunities that could not be better developed in other sectors. SEA will only be effective where an institution (usually the State) exists in a country that has the mandate, the capacity and the willingness to follow up on the key results of the actions agreed in the SEA, and when stakeholders are both willing and able to participate without risk.
