The question we wish to underscore is whether accretion, tuning, and restructuring represent unique forms of learning or can be represented through existing mechanisms in Anderson's theory. We have noted earlier that accretion entails adding new information to existing schemata, and tuning is parallel to what Anderson calls proceduralization, except that Rumelhart and Norman do not distinguish between declarative and procedural knowledge. The distinction between accretion and restructuring mechanisms is not alien to Anderson's theory but simply consists of two ways in which the long-term memory store of declarative knowledge is modified.
