What do those words mean? The job of interpreting what they mean has fallen to the appellate courts, which have written millions of words in attempting to explain those 45 words.
For example, if a New Yorker and a Pennsylvanian are involved in a serious auto accident, each may be able to avoid a lawsuit in the other’s state courts under the diversity principle. If there is a lawsuit, it may well be removed to a federal court instead of being heard in a state court. The framers of the Constitution felt it would be unfair to force anyone to fight a lawsuit on someone else’s “home turf,” so they ordered the federal courts to provide a neutral forum to hear these disputes involving citizens of two different states.
