One American officer boasted in his memoirs of turning on samurai and kicking them when he was unable to stop their staring. While some American sailors in Hakodate demanded rum and women or else they would seize the port, other Westerners expressed shock at mixed public baths, public display of phallic symbols, and Japanese people’s open interest in sex, which were all seen as evidence of Japanese immorality and reinforced Western attitudes of cultural and racial superiority.
To celebrants and critics alike, the Meiji Restoration was ‘the departure point of modern Japan’, but as we shall see in the next chapter, the new leaders of Japan in early 1868, only somewhat less than ordinary Japanese, were far from certain or agreed as to the shape of the future. 3 The early Meiji Revolution The Meiji Restoration has aroused immense controversy among both Japanese and Western historians during the twentieth century: controversy over the objectives of the Meiji leaders, the degree of ‘success’ or ‘failure’, and the nature and degree of changes initiated by the Meiji government.
