It was a long way overland to the ports of Virginia, and once people got their goods there, they had to pay large fees to ship their goods because they were not grown in Virginia. Some of the tobacco that was grown in Albemarle was sent out in smaller ships to Scotland, Ireland, France, Holland, and Spain. However, the attempts to enforce the Plantation Duty Act of 1673 and other aspects of the Navigation Acts made that trade illegal. Many in Albemarle were forced to turn to smuggling to find markets for their tobacco.
There were a number of reasons for this. Among them were a new king in England and changes to the charter. But more than anything, the geography of the area made other areas more attractive for colonization. The most successful colonies in the 17th century were those with a good harbor. Boston, Massachusetts; New York, New York; Philadelphia, Pennsylvania; Baltimore, Maryland; and Charleston, South Carolina, are all important harbors even today. In the 1600s, they all became the economic hub of their colonies.
