All available carrier- and land-based air forces would be called on to perform this task and give the Americans the control of the air required in the area of operations.

Basic responsibility for military government in the conquered Japanese islands devolved on the Navy, and Admiral Nimitz was to assume the position of Military Governor of the Ryukyus. However, in view of the fact that most of the garrison forces were Army troops, Admiral Nimitz delegated the responsibility to General Buckner. The latter planned to control military government operations during the assault phase through his tactical commanders; corps and division commanders were made responsible for military government in the areas under their control and were assigned military government detachments whose mission was to plan and organize civilian activities behind the fighting fronts.
