If the entire troposphere is below freezing, ice crystals grow into snow crystals of legendary variety: hexagonal plates, starlike crystals, needles, or granular pellets. The form of these snow crystals depends on both temperature and relative humidity. Other forms of precipitation occur when layers of air that are above 32 degrees Fahrenheit alternate with layers of air that are below 32 degrees Fahrenheit. When a shallow layer of below-freezing air occurs at ground level and a layer of above-freezing air lies on top of it, rain falling from the warmer upper layer crystalizes, turning to ice as it passes through the colder air.
Chemical treatment to purify water added an additional factor of safety. A major advance occurred in 1870 with the introduction of water chlorination.
