As Becker (2001) illustrated, the more resources teachers had available to use within their classrooms, the more likely teachers were to integrate technology.
Specifically, an estimated $250 million was provided to support existing statewide longitudinal data system programs to help states and districts build the capacity to accurately collect and analyze student data for decision-making purposes (Davis, 2009a). The overall exact impact ARRA monies had on IT spending in 2009 was difficult to establish as will be the long-term impact on IT spending because much of the available funds are a one-time infusion (Klein, 2009; Samuels, 2009).
