Economic motives, albeit shaped by less overt and slowly changing cultural values, have usually provided the basic reason for migration. But given the absence of a durable "peace beyond the line" before the eighteenth century, individuals usually made the transatlantic move without stepping outside the political boundaries within which they had been born. Persecuted minorities such as the Jews and Huguenots are exceptions to this rule rather than the norm. In broad terms the ability to establish and hold transatlantic territory and provide a market for its exports implied both economic strength on the part of the coloniser and the flexibility to ship resources, particularly people, across the oceans.
